How do you activate BMS after putting the battery in?

I want to change the fan I have now to one that can use three 18650 batteries. I plan to use a battery holder so I can change batteries. Having never dealt with BMS before, I have a few questions. Will replacing the battery cause anything to burn? Is there an easy way to “activate” the BMS after putting the battery in because I won’t be charging it? Would I be better off just attaching a voltmeter to it and turning it off when the voltage reaches 8.3–9.0 volts?
